Wind Zones for Manufactured Homes in Cumberland County, NC background

Wind Zones for Manufactured Homes in Cumberland County, NC

What HUD wind zones are, which zone covers Fayetteville, Hope Mills and Sanford, and why the data plate matters when you buy. From Vision Homes.

10/13/2026

If you're shopping for a manufactured home in Fayetteville, Hope Mills or anywhere else in Cumberland County, you'll hear the term "wind zone" sooner or later. It's one of the first things worth checking on any home, new or used. Here's what wind zones are, which zone applies around Fayetteville, Hope Mills and Sanford, and what it means for the home you pick. Vision Homes, a Fayetteville, NC manufactured and modular home dealer, put this guide together for local buyers.

What a HUD wind zone is

Every manufactured home built in the U.S. is built to the federal HUD Code. Part of that code, 24 CFR 3280.305, splits the country into three wind zones on a Basic Wind Zone Map.

Wind Zone I covers most of the country. Homes built for this zone have to resist horizontal wind loads of at least 15 pounds per square foot and a net roof uplift load of at least 9 psf. Wind Zone II homes are designed for a 100 mph design wind speed, with much higher pressure requirements for anchoring, walls, roof framing, windows and doors. Wind Zone III homes are designed for a 110 mph design wind speed, with higher requirements again.

Under the federal rule, the home's data plate has to show which wind zone it was built for and include a copy of the zone maps. Think of the data plate as the home's spec sheet from the factory.

Which wind zone applies in Fayetteville, Hope Mills and Sanford?

North Carolina's installation rules, the State of North Carolina Regulations for Manufactured Homes, list the counties in the two higher zones. Every county not on the list is in Wind Zone I.

  • Wind Zone II (100 mph): Beaufort, Brunswick, Camden, Chowan, Columbus, Craven, Currituck, Jones, New Hanover, Onslow, Pamlico, Pasquotank, Pender, Perquimans, Tyrrell and Washington.
  • Wind Zone III (110 mph): Carteret, Dare and Hyde.

Cumberland County (Fayetteville and Hope Mills) and Lee County (Sanford) aren't on either list, so under these rules they're in Wind Zone I. In practice, any HUD-code home rated Zone I or higher can be placed on a lot in those areas.

The higher zones start closer to the coast. If you're thinking about land in Brunswick, New Hanover, Onslow or Pender County, or out on the Outer Banks in Carteret or Dare, you'll need a home rated for that county's zone.

Why it matters when you buy

The state rules are plain about this: no manufactured home may be placed in a county with a higher wind zone than the one on its data plate. A Zone I home can't go to a Zone II or III county, and a Zone II home can't go to a Zone III county. It works the other way, though. A home can go in a lower zone, so a Zone II or III home can be set in Cumberland County. In that case it only has to meet the anchoring and tie-down rules for the zone where it actually sits.

A few things to keep in mind:

Plan for where the home will end up. If you're buying in Fayetteville now but the land is near the coast, tell your home consultant. Picking a home rated for the right zone from the start saves trouble later.

Used homes need extra care. The state rules say homes built before July 13, 1994 were labeled under an older two-zone system. To move a used home into a higher zone than its data plate shows, you need a North Carolina professional engineer to inspect it, and the engineer may require changes. Check the data plate before you fall in love with a used home.

Anchoring follows the zone. Ground anchors and tie-downs are spaced according to the wind zone where the home is placed, so setup in a coastal county looks different from setup in Hope Mills. Homes within 1,500 feet of the coastline in Zones II and III have extra engineering requirements.

The data plate is the final word. Brochures and listings are a starting point. The data plate shows what the home was actually built for. For your specific address, your county inspections office can confirm the requirements.

Vision Homes covers this on its website in a Wind Zone Education section, making the point that a home should be built to handle the weather where it will sit.

Homes to look at in the Fayetteville area

Here are some of the homes buyers have been viewing most at Vision Homes this month:

The Delilah is a 4-bedroom, 2-bath home with 2,280 square feet (30' x 76'), listed in inventory.

The Keep offers 3 bedrooms, 2 baths and 2,040 square feet (32' x 72').

The Shoal Creek is a 3-bedroom, 2-bath inventory home with 1,980 square feet (32' x 66').

If you'd rather buy the home and the land together, take a look at Birdie, a land-home package at 204 McNeill St in Hope Mills. It's a 4-bedroom, 2-bath home with 1,685 square feet (28' x 64'). Because it's in Cumberland County, it sits in Wind Zone I under the state's county list.

For any home you're considering, ask the Vision Homes team to show you its wind zone rating and the data plate, and tell them where the home is going. They work with buyers across North Carolina and in South Carolina, Virginia, Georgia and Arkansas, so they're used to matching a home to its site.
